Clarifications and Recommendations

  • We recommend taking the utmost care in filling in the online form, taking into account that the data found within are the responsibility of the applicant and will be considered in the instruction of the process, as well as in the issuance of the recognition registration certificate, should it be awarded;

  • All documents issued by the foreign higher education institution must be presented in digital, non-editable format, so as to ensure their unequivocal authenticity;

  • In the event of doubt regarding the relevant elements for the instruction of the process or about their authenticity, ESEL can request additional information from the applicant or confirmation from the foreign higher education institution that issued the document, or from other competent entities for that purpose;

  • If the submitted documents do not comply with the applicable requirements, ESEL will not proceed with the process, the applicant will be granted a maximum period of 30 days to rectify the existing deficiencies, under penalty of the application being cancelled;

  • Counting the deadlines for making a decision on recognition requests suspends between the request for information/gathering of documents and the receipt of a response to that request;

  • Failing to pay fees or charges within the established period determines the termination of the procedure;

  • Awarding recognition implies the issue of a registration certificate that will be sent to the email address indicated by the applicant on the online form.

  • Changing the personal identification numbers contained in the recognition registration certificate does not determine its invalidity, and the holder of the recognised degree or diploma must prove to the entities that request it that the number in question was valid at the date of issue of the registration certificate (paragraph 8 of Article 8 of Ordinance no. 43/2020);

  • Granting specific recognition does not exempt the holder of foreign qualifications from, for professional purposes, fulfilling all the other conditions that, for the exercise of the respective profession, are provided for by law;
  • At the end of the recognition process, all documents belonging to the applicant that have not been sent in digital or digitised format, are returned, leaving a digitised copy of them on file.
